How far can you go in taxing a bad habit out of existence?

The American Lung Association last week issued its annual Tobacco Control Report Card last week. Arkansas received mixed grades on policies to protect citizens from tobacco-related disease and death and apparently falls short of nationwide goals.

Arkansas received the following grades:

Tobacco Prevention and Control Spending – C

Cigarette Tax – D

Smokefree Air – B

Cessation Coverage – C

That doesn’t make for a very good average, unless you pride mediocr...
