From the mouth of the Arkansas Lottery executive director Ernie Passailaigue:

“Anybody in this lottery industry will tell you [that] if a game is predatory, it’s a Cash 3 [or] Cash 4 game, it’s the daily draw games that can be viewed as predatory on low income, under-high-school educated folks, minorities,” Passailaigue said after a meeting Wednesday of the Arkansas Lottery Commission.
