Camden man charged with rape

A Camden man has been charged with rape after he allegedly assaulted an acquaintance at a residence on April 2.

Kelvin Jerome Todd has been charged with one count of rape and faces up to 40 years if convicted.

According to an affidavit, CPD officers were dispatched to Fort Lookout in reference to a rape on April 2, 2023.

A woman there alleged she had been raped by a man identified as Todd.

According to the woman, she and multiple friends had gone out the night of April 1 and later, Todd, herself and two other women went back to her apartment. She told police she then went to bed as she was inebriated and did not want to disturb Todd and a female he was with.

The victim said she passed out and later felt herself being moved, according to the police report. She then alleged that Todd began having sex with her. The woman said she fought back and Todd eventually left the room. She said she then received a text message from her boyfriend asking who left her house. She also told police she never saw Todd's face, but recognized his voice, according to the report.

The victim's friend was interviewed by CPD and she claimed that she and Todd were having sex at 4:35 a.m., after the victim went upstairs. She alleged that Todd tried to coerce her to having a threesome with her friend. She declined and when Todd persisted she stopped having sex with him, at which point he allegedly went upstairs, she told police.

The witness also stated she went upstairs at one point to get her phone charger and saw Todd having sex with her friend, who appeared to be unconscious, according to the report.
